Donald Barry is a professor of Political Science at the University of Calgary. He holds a B.A. from St. Francis Xavier University, an M.A. from Dalhousie University, and a Ph.D. from the Johns Hopkins School of Advanced International Studies. His books include Canada's Department of External Affairs: Coming of Age, 1946-1968, with John Hilliker (1995); Toward a North American Community?
